INAUGURATED THE EXHIBITION OF THE PROJECTS FOR THE CONSTRUCTION OF 88 SOCIAL HOUSING IN CALVIÀ
The mayor of Calvià, Alfonso Rodríguez Badal, and the regional minister for Territory, Energy and Mobility, Marc Pons, inaugurated the exhibition of the architectural projects that were submitted to the ideas competition for the construction of 88 social housing in the municipality of Calvià, in s'Olivera avenue. The event was also attended by the deputy mayor for Social Cohesion, Nati Francés, the deputy mayor for Urbanism, Marcos Pecos; and the general director of Urbanism, Heritage and Environment, Jaume Carbonero.
The winning project was the one entitled Deconstrucció, by the architects Adrián Talens and Itziar Lafuente, but in the exhibition, which can be visited at the Official College of Architects of the Balearic Islands, the works that have been submitted can be seen.
The Deconstrucció project is the one that will go forward for the construction of 88 social housing in Calvià, 48 of them of public promotion and the other 40 of private promotion. Of the 44 social housing, 24 are on IBAVI's grounds and the other 24 on Calvià Town Hall's grounds. The land has mixed ownership (IBAVI and Ajuntament), and has a buildable area of 2.147m².
The IBAVI and Calvià Town Hall will carry out a single execution project - which follows the Deconstrucció project - and will jointly tender the works of the 48 social housing. It is expected that the project will be completed in September and that the works start in December.
The 24 homes that will be built on the IBAVI lands have a budget of 2.1 million euros (same budget for the 24 of Calvià Town Hall).
The mayor has pointed out that "Housing policies are long-term but they need a first step, a political impulse, and the Town Hall and the Government have joined forces to give this push".
Alfonso Rodríguez Badal added that this land reserve in Magaluf is an unbeatable opportunity to add public land and make a single project, noting that 'Housing policies are an urgency and a need that responds directly to a right of citizens. In a complex moment for housing access we are forced to give answers'.
The winning project
The exhibition that has been inaugurated at the College of Architects gathers all the works presented for this development in the ideas competition carried out jointly with the College of Architects and in which the Deconstrucció project won.
The jury met on 1st December 2017 and especially valued the design of innovative proposals on energy efficiency, water consumption, waste reduction and reduction of CO2 emissions during the execution of the works.
31 proposals were presented and three prizes and two mentions were awarded.
The jury highlighted the following characteristics of the winning idea:
The wide public green area at the south façade, which improves the connection with the existing green area, allows to control the views towards the commercial and leisure establishments area, and guarantees the proper functioning of the south orientation of all dwellings, which allows heating for free during the winter and savings in heating.
The organisation of the buildings in two heights, which favours wind going through the buildings (if they have the same height it causes screen effect) and takes advantage of the unevenness to build a car park without having to excavate, which means a great economic saving, in addition to reducing 30% of the CO2 emissions of a conventional building. In addition, the naturally ventilated car park can do without forced ventilation facilities.
The above savings make possible the cost of the cross laminated wooden structure, which will reduce considerably the execution time in comparison with a conventional structure, it improves the compliance with the minimum reduction of CO2 emissions established in the terms and conditions and ensures the reduction of waste during the works.
Typologically, the project takes advantage of the optimal wooden structure to propose flexible spaces without internal hierarchy that allow the modification of uses over time, as well as the alternation of facade gaps.
All this forms a global strategy that simultaneously solves the programme, structure, construction and energy efficiency, which is the main objective of the technical basis.
In addition, the building takes advantage of the direct relationship with the land, so that a large number of homes can enjoy gardens with land on the ground floor, something valued in all the awarded projects.
