The Calvià Town Hall will present in the forthcoming Municipal Plenary, a series of proposals related to the General Plan for the Urban Organisation which introduce important novelties such as:

• The Citizens Participation in the elaboration of the Basic Lines of the Plan

• A calendar in order to approve the Revision of the GPUO in this legislature

• The Plan will be based on the 3 R: the Refurbishment, Regeneration and Renovation of the urban areas of the municipality

Also, the Town Hall will present a proposal to urge the Government of the Balearic Islands to increase the protection of the coast line with the extension of the Marine Reserves of El Toro and Malgrats Islands.

REVISION OF THE CALVIÀ'S GENERAL PLAN FOR THE URBAN ORGANISATION (GPUO)

Reasons for the Revision:

• Commitment of the Investiture's Agreement

• The deadline for the Revision of the GPUO for the year 2000, now in force, is over

• The sum of the exceptional modifications undertaken alterates the urban model planned in the GPUO of year 2000

• The Mature Areas statement requested by the Town Hall mean significant changes in the general and organic structure of the complete territory of the municipality

• It was decided to integrate the IRPTAC (Integral Revision Plan of the Tourist Areas of Calvià) in a revision process of the GPUO, without being formally agreed by the Municipal Plenary

Objectives:

• Put emphasise to the consolidated areas: Refurbish, Regenerate and Renovate the urban areas

• Adapt the GPUO to environmental measures which have to be adapted to avoid the consequences of the climate change. Apart from improving the introduction of renewable energy sources, and the improvement of the efficiency energy (develop).

• Adapt the GPUO to the last legislations in urban, state and regional matters

Proposed calendar:

• Objective: approve the GPUO in this legislature

• Terms:

  • September 2015: Plenary's agreement to start the Revision of the GPUO and the Citizen Participation Programme

  • 2016-2019:

    • Approval in Plenary of the basic lines of the revision and public information

    • Approval in Plenary of the document of the Revision of the GPUO's progress

    • Public exposure of the Revision's progress (2months)

    • Initial approval through Plenary

    • Public exposure of the initial approval (3 months)

    • Provisional approval of the GPUO's Revision

    • Definitive approval of the GPUO's Revision

It is also proposed to intensify the citizen participation through various mechanisms such as the creation of an Advisory and Follow up Commission for the Revision of the GPUO, with representation of all the groups of the Municipal Plenary and by a group of external advisors; as well as the start up of computer tools and other mechanisms to facilitate the participation of the citizens, so they can contribute.

Also, all those exceptional modifications which have not a definitive approval, will not be processed, in order to avoid distortions in the process of Revision of the General Plan for the Urban Organisation of Calvià.

PROPOSAL TO URGE THE GOVERNMENT OF THE BALEARIC ISLANDS TO EXTEND THE MARINE RESERVES OF EL TORO AND THE MALGRATS ISLANDS

It is proposed to unite the current Marine reserves of El Toro and the Malgrats Islands, this will mean an extension of 1.947 hectares of surface, that which, together with the current protected 239 hectares, will mean a total of 2.186 hectares of Marine Reserve in the municipality of Calvià.

The current protection has meant an important regeneration of the seafloor, with a high marine environmental qualification.

The extension of the area of protection will allow the responsible sport fishing and the artisan fishing.
