Since Friday 11th December, the citizenship will be able to have access to more information and more organised.

The Transparency Portal of Calvià Town Hall starts up this forthcoming Friday, through the municipal web page www.calvia.com.

 

The Portal's main objective is to, in accordance with the Law 19/2013, of 9th December, of Transparency, Access to the Public Information and Good Governance, and the Municipal Bylaw of Transparency, Access to the Information and Reuse recently approved by the municipal Plenary, widen and reinforce the transparency of the public activity, regulate and guarantee the right of access to the information and establish the good governance duties which the public responsibles must accomplish.

 

The Portal contains information of the Town Hall itself and of the different autonomous bodies which make it up (IMEB, Calvià 2000 and Llar de Calvià), and it will also contain in the future the information requested with more frequency by the citizenship in the exercise of the right of access to the public information.

 

Today, a total of 57 new pages will open offering information about the different aspects of the municipal activity and their political responsibles and directors, organised in the following fields:

 

1.INFORMATION ABOUT THE INSTITUTION, ITS ORGANISATION, PLANNING AND PERSONNEL

2.INFORMATION ABOUT THE ENTITIES' SENIOR OFFICIALS AND PEOPLE WHO EXERCISE THE HIGHEST RESPONSIBILITY

3.INFORMATION OF LEGAL AND PATRIMONIAL RELEVANCE

4.INFORMATION ABOUT CONTRACTING, AGREEMENTS AND SUBSIDIES

5.ECONOMIC, FINANCIAL AND BUDGETARY INFORMATION

6.INFORMATION ABOUT SERVICES AND PROCEDURES

7.ENVIRONMENTAL, PUBLIC WORKS AND URBAN INFORMATION

8.RELATIONS WITH THE CITIZENS AND THE SOCIETY



Apart from the aspects of obligatory compliance of said Law and Bylaw, the government team has wanted to publish other added aspects (some of them advised by International Transparency) such as the following:

  • The Mayor's and the Town Hall Councillors' biographical profile

  • The Mayor's and the Councillor's electronic mail address

  • The personalised list of trusted posts

  • Public and transparent political agendas (in this case it has started with the Mayor's agenda and the rest of the political responsibles' agendas will be incorporated in the forthcoming months)



Some aspects had never been publicised or had never been so accessible, such as:

  • List of the Town Hall's properties (buildings, plots, green areas, etc.)

  • List of contracts formalised in 2015, subsidies granted this year and agreements currently in force

  • The Mayor's public agenda

  • Report about the assessment of the municipal public services (from the citizens' perception point of view)

Exists, also, a specific space where the citizens can make suggestions and contributions about the information that the portal contains, either to include new data or complete the existent.

It includes, also, a specific section to explain how to request the access to the information which is not in the Portal or which is of interest for the citizens. There are different ways to request said information, in-person at the citizen service offices or through the Town Hall's web electronic site.



This Portal constitutes a first phase of the process of making more transparent the municipal administration. The idea of the municipal responsibles is to, henceforth, progress towards the improvement of the existing information, and broaden the areas or aspects about which the management and the public services are explained. With this important first step, it is expected to continue working towards the called "gobierno abierto" (open government), backing the citizenship's confidence in their institutions and facilitating their participation in the public matters.
