The Mayor of Calvià will pass a summer public announcement that will collect the existing regulations. The fullfilment of these regulations is intented to achive safe tourist areas and good cohabitation. It will also clarify the use of outside televisions in order to prevent screens causing crowding on public streets
The Mayor of Calvià will pass a summer public announcement to remind citizens of all regulations that are part of municipal bylaws, and that will be in place to achieve a security environment and good cohabitation during the high season.
This public announcement will introduce different aspects, including, a clarification on the use of televisions outside establishments. As a result of the doubts raised by certain businesses, the Town Council wants to clarify this aspect, making it quite clear that the aim is to maintain adequate levels of security and cohabitation in tourist areas of the municipality.
Thus, the Calvia Town Hall wants to clarify that:
1. The installation of screens outside establishments must have the required municipal authorization.
2. Any establishment must comply with the municipal bylaw of environmental protection against noise and vibration pollution, the municipal bylaw for the police and good governance of Calvià, and the future ordinance of promotion of cohabitation -when it comes into force-, with regard to TV installation.
3. The municipal legislation includes, among other aspects, that:
-Radio and television receivers and generally all sound reproducing equipment, both in private homes and in establishments of any nature, must be installed and set so that the sound level transmitted to homes, adjacent premises or outside, does not exceed the value of 63dbA.
-The holder (of activities that have open spaces in the external environment) is ultimately responsible for the noise caused by people's behaviour in the establishment, premises or facilities during opening hours.
-The Town Council may pass unique and special mandates or special regulations that may proceed on behaviour in public areas or citizen behaviour in order to enforce coexistence and citvility rules.
-It is also forbidden to carry out activities in public areas of any kind when they obstruct or could obstruct traffic in the street, endanger people's safety or prevent free movement of people on footpaths, squares, avenues, boulevards or pathways or other public areas. These behaviours are especially prohibited when they take place on the road, at traffic lights or invading traffic areas.
4. Placing screens and televisions oriented so that watching them is to be done mostly from the street can cause crowding in public areas, as also prevent pedestrians passing by, and even traffic. These consequences violate municipal ordinances, and this is why the Town Council wants to avoid it happening.
5. The Town Hall calls on employers to understand that the council must ensure maximum safety and peace of tourists and residents of the municipality. Therefore, they should collaborate to prevent any activity that might disturb these security levels.
6. Finally, the Calvia Town Hall is pleased that the Partido Popular presents proposals in the same line of trying to control the excesses in our leisure areas, with the motion for noise control in Calvia. Security and coexistence in tourist areas is a shared concern and that is why all contributions made in this sense will be taken into account.
