The participatory process for the drafting of the Drought Emergency Plan of the municipality of Calvià is now open
Tuesday 13th September 2016
The participatory process for the drafting of the Drought Emergency Plan of the municipality of Calvià is now open.
Complying with the provisions of the National Hydrological Plan on the obligation to have an Emergency Plan against a possible drought for all the municipalities with more than 20.000 inhabitants, the Calvià Town Hall, through the public company Calvià 2000 SA, has drafted the Drought Emergency Plan's preview document in order to determine the current state of the urban water supply systems and define the necessary action plans to mitigate the drought effects.
This document will serve as a basis for the subsequent drafting of the final text of the Drought Emergency Plan of Calvià to be developed by integrating all those contributions of stakeholders (local organisations, neighbourhood associations, federations, organisations, individuals, etc), as well as the action plans of the various municipal departments and recommendations of the authorities involved.
For this reason, the reference documentation is publicly exhibited thus opening a participatory process for a period of two months.
Contributions can be made by the email specifically enabled for this process: plandesequiacalvia@calvia2000.es
Once closed the period for contributions, the proposals received will be analysed and incorporated into the final plan for its approval by the plenary.
Due to the drought alert situation, the implementation of the preventive, preparatory and strategic nature measures considered in the preview which aims to optimise available resources and minimise the effects of drought has been advanced during this participation process.
From the Town Hall, and prior to the alert phase, various activities have already been launched, the first of them: the drafting of the Plan's Preview. Operators assessed the state of the water supply in the municipality and their conclusion was to not use wells for the supplying, which network, it is to be recalled, is the one with least leakage.
Calvià has also joined the Regional Government's campaign L'aigua és un bé escàs, pensa-hi!, to make the citizens aware of the rational use of water: by inserting advertising in all local public media (web, magazine, social networks, radio); putting labels on all municipal buildings; distributing labels between establishments accompanied by a letter from the Mayor thanking the participation of traders in the awareness campaign.
Also, all ornamental fountains of the municipality have been closed and throughout this week they will proceed to close the beach showers, attaching information signs.
Steps have been taken also in gardened areas (parks and gardens), where no more grass will be planted but native species that do not need much watering, while irrigation has been reduced in artificial grass football pitches. In the same vein, they are working on the implementation of the 'remote management' in irrigation systems to control every minute the irrigation and detect possible leakages.
The Drought Monitoring Commission of Calvià Town Hall, composed of all the departments affected, meets regularly to assess the situation and decide what actions to be taken.
The Calvià Town Hall is convinced that the participation of the citizens in the municipal processes can enrich the municipal management. Therefore, it wants to encourage the citizens to participate and thank all contributions made to this plan.
