Information from Calvià Town Hall regarding the contract of Calvià 2000 with the company Consultors de polítiques comunitàries, SL.
Calvià Town Hall reports that the company of Mr. Jaume Garau refused to enter to two calls to which the company Regioplus Consulting had been invited (to evaluate the quality of the public services of the Town Hall and to measure the quality through focus groups), and lost a third one to which it had been invited (came in fourth, of the 6 companies invited), to conduct satisfaction surveys for tourists in the high season 2016, being awarded to the company that presented a more economical offer.
The public company Calvià 2000 has a current contract with Consultors de polítiques comunitàries, SL. This is a minor contract, which started on 16th December 2016, and whose maximum amount was 18,000 euros. Calvià 2000 invited three specialist companies in the field of the contract activity (consulting service to be able to attend the DUSI call). The award criterion of this contract was, exclusively the price, for which it should be awarded to the lowest price offer. The project of the company Consultors de polítiques comunitàries, SL was the one that presented the project with the lowest price (16,900 euros), so the contract was awarded on 4th January 2017, as it is stated in the Transparency Portal of the Town Hall.
Following the information in the media about the companies of Mr.Garau, Calvià 2000 wanted to confirm that the whole file was correct, so that on 7th April 2017, legal services suspended the execution of the contract.
The report of Calvià 2000 legal services reached the following conclusions:
The preparation and awarding of the consulting services contract to produce the documentation for the integrated sustainable urban development strategy, is in accordance with the current regulations.
There are no grounds for invalidity, revocability or irregularity.
There is no corporate relationship between the companies that were invited to submit their offers. There is no evidence of any other link between the invited companies.
No incidents have been filed regarding possible contractual breaches
For all that, Calvià 2000 agreed to resume the normal execution of the service contract.
Neither Calvià Town all nor any municipal public company maintains any type of relationship with the companies of Mr. Garau, beyond this contract awarded with absolute normality and following the channels that are determined by the regulations.
