Enrolment is the procedure by which a person is registered in the Municipal Register of the place where he/she resides. Registration in the Municipal Register of foreign residents is subject to the obligation to confirm or renew their registration in the Municipal Register, as the case may be. Below we explain what this procedure consists of:

The person registered on the municipal census becomes a Spanish resident in civil terms; it is proof of legal domicile. 

Being registered in the municipal census has civil and fiscal effects, therefore foreigners who register for the first time in Spain must sign a sworn declaration in which they state that they are going to reside for a minimum of 6 months a year. If you have properties in the municipality but your residence is not established here you should not register.

Foreign citizens must confirm/renew their registration in the Municipal Register according to their origin or residence status:

  • Confirmation of residence:

Foreigners who are nationals of a member country of the European Union, member states of the Agreement on the European Economic Area and those who, without belonging to these countries, have a Community Regime residence card (EU family members), as well as citizens with a permanent residence permit, must confirm the continuity of their residence. Failure to confirm this will result in deregistration from the Municipal Register due to improper registration.

  • Renewal of registration in the Municipal Register:

Foreigners who are not nationals of a member country of the European Union, the European Economic Area or Switzerland and who do not have a permanent residence permit must renew their registration on the Municipal Register. Non-renewal means that they will be deregistered from the Municipal Register due to expiry.


When the time comes and at the instruction of the INE (National Statistics Institute),
the Town Council will ask the citizen, pending confirmation/renewal of their registration in the Register, to carry out the procedure in question. This circumstance may also be detected when carrying out a procedure at the Town Hall, in which case the official staff will inform the citizen and the confirmation/renewal will be carried out.

Confirmation/renewal of registration in the Municipal Register can be carried out:

  • In person: By identifying yourself correctly with your original and valid identity document.

 

DEREGISTRATION NOTIFICATION: People who decide to move their habitual residence to another country must cancel their registration in person at the SAC (Servicio de Atención a la Ciudadanía - Citizen's Advice Service) offices.
