The international economic structure places the south countries economies in a total dependence position from the North.
We can state that the North is rich, because the South is poor. From a different point of view, North and South go parallel because while the first hemisphere grows and achieves a high well-being, lots of countries of the second hemisphere, live catastrophic human situations. All this in the same world, yet, an abyss separates the North from the South.
Lots of things are debated. One of them is the foreign debt, the poverty that makes us richer. In fact, the foreign debt forces the empoverished countries to use scarce resources that they have to give back the loans instead of investing them in health, education, and environment protection.
